Defining in the negative can be an endless task, but is good for preventing ambiguity!
It is really difficult to draw a good line when talking about "certified" providers/implementation.
Linking to someone from an openid enabled directory gives the target credibility (nobody is really going to read the small print at the bottom saying there is no implied certification).
At the other end of the spectrum there is industry testing, strong trust and provider verification. This will no doubt occur through other organisations, but seems a little against the spirit of decentralisation.
Whether it is linking, logos or certification all forms of marketing will have some credibility bleed to 3rd party sites. The line has to be drawn somewhere and I think if a logo scheme can be automated (in the same way as the html checkers) then it should be able to provide value without needing too much management resource. Something like http://www.openidenabled.com/openid/openid-tools/ should do the trick and get people to self certify.

Hey Andrew,
Those seem quite reasonable to me.
One of the other things we did was explicitly define things which we would not do to help scope the organization. For example:
- Approve OpenID specifications
- Certify OpenID providers or implementations
Just a good way to keep the organization growing from what it was intended to do by accident.
