[OpenID - Eu] Create a European Board

Hello everyone,

 

I will much appreciate to create a Board, based on the model of the American
Foundation, which proved his efficiency already.

 

Our goal, as the mission statement of the OIDEF, is to promote and to help
to the growth of the OID community in Europe.

 

Our board meetings could be monthly in a first time, thru a IM or video
call.

 

You are all more than welcome to give me your toughs about this, the first
meeting should take place in September.
