[Openid-digital-directives] DADE Planning Guide outline

I just pushed a PR
<https://github.com/openid/death-and-the-digital-estate/pull/30> for the
first version of the DADE Planning Guide outline.  I'd love feedback on the
draft as we get started building a planning guide for individuals for
release during Cyber Security Awareness Month alongside the whitepaper.
Over the next few meetings I want to spend time working on specific parts
of the document as we work toward a draft by mid-summer.

I appreciate your help to ensure the outline captures the depth and breadth
of what it means for an individual to plan their digital estate.  I look
forward to discussing it further on the next call.
