[Openid-digital-directives] Initial Draft of the planning guide

DADE CG members,

I have posted on Google Docs an initial draft

to frame up the digital estate planning guide.  Using the initial list
<https://github.com/openid/death-and-the-digital-estate/blob/main/cybersecawareness2025/planning_guide_outline.md>
we created, I put together this draft as a place for us to start filling in
the details: why is a digital estate plan important? What is a digital
estate? What should be capture in the plan? Etc.

While I intend to spend more time working on this draft, I want to invite
*all* of the DADE CG members to contribute their writing and editing skills
to this project.  Continuing work on this document will be part of our
agendas moving forward until the planning guide is nearing a final state
for publication.

I look forward to discussing the draft on our next call as we
collaboratively develop this guide for release in October 2025.
