[Code] php-openid 2.3.0 released

Hello everyone,

I suppose this has been a long time coming, but since it's been more than 4
years since 2.2.2 was released I've gone ahead and updated to a 2.3.0
release. Why this is 2.3.0 and not 3.0.0 (or 2.2.3) is because over the
past four years new methods have been added but, to my knowledge, backwards
compatibility has not been broken. As such, following the semver guideline (
http://semver.org/) this is a minor release. Despite the notion of a minor
release, this release covers a great many things but most importantly it
has several fixes and merge requests that address issues with security.

If you're using php-openid 2.2.2 or under you should upgrade immediately.
