[Code] Maintainer of PHP OpenID library?

python-openid was last touched July 2010. ruby-openid was last touched May
2010. so I'm gonna go with no, the other libraries don't have clear
ownership at this point either. I believe the non-library repositories have
owners, so they're fine.
