[Code] Maintainer of PHP OpenID library?

JanRain doesn't have the keys to the git repo... I and a few others do. The
libraries have been in a state of limbo since JanRain handed them over to
the community. The problem was that there was no one in the community to
take over maintenance. I tried to get the OpenID Foundation to take some
ownership of the libraries and be involved in finding maintainers, but that
never went anywhere. At this point, I'm happy add Marco as a committer for
the php libs, so I've gone ahead and done that
