[Code] mod_encoding

I'm just getting started with openid-php on a dev box running CentOS 5.5.
When a run the detect.php script I get the following message:

"Your web server seems to corrupt queries.  Received , expected a=%26b.
Check for mod_encoding."

I cannot find any package that provides this. Can someone help me understand
what I'm missing? Is there a specific package I need to install or is there
a certain web server configuration that needs to be set or unset?
