[Code] php-openid on php 5.3.3 - is the project maintained?

I've gone through and merged a couple of pull requests. There's still a few
that I haven't dug into yet. I've also added Bill as a committer so that he
can help triage pull requests. Please continue using that method for
patches for the time being.
