[Code] php-openid a maintainer volunteers

Hello!

As mentioned I have volunteered for this position. While I await to  
hear to hear the official process, I've forked the repository and am  
currently going through the process of reviewing each open issue - and  
each open pull request. From there I'll merge the valid pull requests,  
re-test compatibility, then branch and merge my changes which make the  
library php 5.3 compatible and functional for OpenID 2.0 spec.
