The latest reference for this I can find is from March 1st:
http://lists.openidenabled.com/pipermail/dev/2010-March/001537.html
in which Grant writes "We are in the process of looking for new
maintainers for the PHP OpenID library."

I think you should probably treat it as unmaintained.
