[OpenID board] stepping down as Shared Signals co-chair

Hi all - Just wanted to give a heads up that I'll be stepping down as a
co-chair of the Shared Signals WG starting January 1st. I plan to announce
on the list on December 1st.

I'll still be involved in the working group.
