Hi. Thanks for the call today.

Since searching for "National Chapters Policy" got kind of hard for me at
least, I am starting a new thread dedicating on it.

On today's call, I understand that John raised the concern that some random
local chapters standing up as a National Chapter.
In the previous proposal, there is a clause that prevents it. I have
highlighted in red below.
National Chapter is an agent of OIDF and it is up to the OIDF to decide
whether or not a local chapter can be a National chapter.

I combined old sub-clause 1 and 4 to make it clearer.

Just to explain those subclauses,

   - Sub-clause 1-2 puts the conditions for a local chapters to be
   recognized as National Chapters.
   - Sub-clause 3-4 states the rights of National Chapters. Although
sub-clause 4 makes it possible for the member to direct 80% of its fee to
the jurisdiction, it does not mean it has to. Also, it does not mean that
it goes to National Chapters, though it is most logical in many cases.
   - Sub-clause 5 states the duty of National Chapters.

I welcome any concrete amendments.
