[OpenID board] Motion: allow use of OpenID trademark on Google Code (part 1 of 2)

FWIW, I'm all in favor of this and I'm happy to flip the bit and add members
to project ASAP. I simply want to ensure that, from a trademark
perspective, the OIDF officially knows about and endorses this use. It's
not actually granting Google any rights -- it's just saying that the OIDF is
cool with its members using 'openid.googlecode.com' to host some work. (So
if I had a vote, it'd be +1.)
