[OpenID board] Specifications Council Questions

Search engines only work if you know what to search for. Right now,
there is no indication whatsoever on the openid.net site that a
specification council exists. So nobody will search for it. We need a
page, or a section on a page, that somebody can find by clicking not
very far from openid.net/
I've volunteered for all sorts of things lately, but I don't intend to
volunteer for being the editor of lots of councils and groups that I'm
not even on, and thus don't know much about.
