[OpenID board] Specifications Council Questions

1. Who chairs the specification council and convenes meetings?

2. Where are the meeting minutes of the specifications council?

3. Is there a reason that other than David's announce message to the  
mailing list ( http://openid.net/pipermail/specs/2008-June/ 
002329.html ) there seems to be no public information about it? (At  
least I can't find it -- perhaps other's can't either.) Can somebody  
on the specifications council fix that?
