[OpenID board] Using Membership System to approve Working Groups

I think that the proposals posted pre-IIW are also undergoing some  
work given the discussions had there.  We should also try to group the  
set of them (4ish IIRC) together so members only need to go and vote  
once...ideally with the same timing as the board election so they see  
it all.
