[OpenID board] Approved revised local chapters policy posted

The newly approved local chapters policy is now live at http://openid.net/foundation/chapters/.  Thanks again Nat and Snorri for all the work on this!

Looking forward to hearing receiving some chapter registration e-mails under clause (2) shortly, at which point we'll list some local chapters.
