[OpenID board] CONTRIBUTION AGREEMENT

This is outlined in the IPR Process: http://openid.net/ipr/OpenID_Process_Document_(Final_Clean_20071221).pdf
. It wouldn't hurt to streamline it into an easy to follow page or
something though.
