[OpenID board] ACTION REQUIRED - BOARD VOTE was RE: OpenID bounty awards ...

Its been more than the 7 allotted days for this motion.  We have 7
total votes for this:

- Scott
- Mike
- DeWitt
- Dick
- David
- Mart
- Johannes

all of them are +1 so that means we've reached a quorum and a enough
votes to pass this motion.

I'll work with Bill in the next day or so to get the checks cut for
the bounty program and then do a wrap-up blog post for openid.net.
