I've created the mailing list and seeded it with the most recent email 
addresses I could find for the specs council members, though since I've 
not heard from some of them for quite some time I may have the wrong 
addresses.

I'd also be good if a member of the specs council would take ownership 
of the mailing list from me. Let me know if you're willing.
