[OpenID board] Voting validation & wording

That's too bad. I understand the desire to avoid introducing anything
that might lead to instability, but this is a usability fix.
Considering that there's about two weeks left of voting (we're on at
what? Day two?), I feel like making this change would ensure a better
voting experience.

The problem right now is that you can't see all your votes on one
page, so it's hard to count the number of votes you've selected at a
glance. This could lead to people voting for fewer than the number of
seats available, or an annoying experience where there's no live
feedback if they pick more than seven candidates.

I don't know what process is for getting this change in, but I humbly
ask members of the board to consider passing a motion to make this
change ASAP.

I appreciate the change in the language -- and improving the
appearance of the error message. Could you provide a screenshot of the
error message since I can't vote again to test it.
