The redline is correct.  Section 7 is entirely new to this document.  (It is, however, substantially identical to the language that that board approved and included in the retrospective IPR commitment agreement, that enabled people to make IPR commitments to the existing specs.)

Thanks Mike/David for doing this.  Do you have a better redline of the reciprocity statement (section 7 in the paper version), in my copy of Word it appears that the entire section was removed and replaced versus a delta in the wording.
