[OpenID board] Proposed reciprocity election additions to IPR Contribution Agreements

Thanks Mike/David for doing this.  Do you have a better redline of the  
reciprocity statement (section 7 in the paper version), in my copy of  
Word it appears that the entire section was removed and replaced  
versus a delta in the wording.
