[OpenID board] Address change for the OpenID Foundation

Hi Everyone,

I'm no longer in Corvallis so I thought it would be good to move the
foundation's mailbox to Portland where a) I am and b) so is JanRain.

Bill is going to be working with the appropriate parties to get all of
this updated with the IRS, legal, etc.

We'll have mail forwarding setup for the old address for up to a year.
