[OpenID board] Minutes on Wiki

Hi all,

I've started some pages on the wiki about the OpenID Foundation and the 
board, including the approved meeting minutes.

I've only put up the first set of minutes I wrote at the moment, and 
unfortunately I don't have time to finish this right now, but if 
everyone is happy about this — that is, posting minutes on the wiki — as 
a standard operating procedure, I'll finish putting them all up ASAP.
