[OpenID board] Meeting minutes

I like the policy that meeting minutes are automatically approved if there
is no objection in the following board meeting. However I don't remember
formally adopting that policy, so either my memory needs correcting or we
should go ahead and adopt such a policy.

It was my impression that excepting only the most recent two sets of meeting
minutes all previous minutes were not objected to on the board calls - and
therefore approved by no objections or changes.
