Yes, they should be public ... When we originally created the list, they
were not public.  Setting the mailman options for this list to public
sometime in February caused a symbolic link to be incorrectly owned.  The
same behavior is happening with 'commits' (although I'm not even sure what
that list is).

In any case, its fixed now.  My bad.
