[OIDFSC] OpenID Artifact Binding Working Group Proposal

Hi Spec'ers,

Under the newly approved IPR
policy<http://openid.net/wordpress-content/uploads/2010/01/OpenID_Process_Document_December_2009_Final_Approved.pdf>
,
if the specs council does not makea recommendation within 15 days, the
working group is automatically approved. The Artifact Binding WG proposal
was made on Feb. 5, and falls under this category. Thus, the Artifact
Binding WG is created.

Next step would be, as usual, the creation of the repository, ML, and
collection of the Contribution Agreements.
