Per the IPR Policy and Procedures, and from a legal standpoint, people join working groups. Working groups produce specifications. It's a working group decision what to call the specification(s) that it produces, and indeed, that decision or decisions may not be made until well into the life of the working group.

There may be problems with people joining the charter (from a legal
standpoint) if there is no definition of the name of the actual
standard to be produced.
Will this charter finally address the issue of what specification is
to be producted, e.g, OpenID 2.1 or OpenID 3.0?
