2nd Draft of the OpenID v.Next Discovery Working Group Charter

There may be problems with people joining the charter (from a legal
standpoint) if there is no definition of the name of the actual
standard to be produced.

Will this charter finally address the issue of what specification is
to be producted, e.g, OpenID 2.1 or OpenID 3.0?
