AX and Artifact Binding Charter Proposal

+1 Fixing the missing policy URL and an agreement on a base set of AX  
URL need to be a priority.

In the work I am doing with RP's having to preconfigure what they ask  
for based on the OP is an adoption barrier.

I have added myself to the list of proposers.
