The referenced XRI Resolution document does.
The goal of discovery is to provide the RP with an OpenID service
endpoint that is authoritative for an identifier. To this end, the
OpenID spec says "[XRI_Resolution_2.0] will yield an XRDS document
that contains the necessary information".
How a proxy resolver can be used is detailed in the XRI Resolution
spec, but it can be as simple as retrieving an XRDS file from a URL /
HXRI.
