[Openid-specs-risc] FINAL REMINDER: RISC spec vote to close tomorrow

I also got bounces on Marla Hay and Marisa Wang. I don't know what the
policy is on cleaning the rolls but I'm guessing they've lost their login
if their emails have bounced.
