[Openid-specs-risc] Request for vote on RISC Implementer's Draft

Based on today's call, there were no other errata changes requested by the
work group before submitting for Implementer's Draft.

Mike, unless you have more feedback on the draft, I'd formally like to ask
you to submit these specs for a vote for Implementer's Draft.
