[Openid-specs-risc] Request for vote on RISC Implementer's Draft

Hi Mike,

This is a formal request from the RISC working group to call a vote to make
the following specs implementers draft:

RISC secevents

As per our conversation last week, you said that you would review the
drafts this week for proper formatting/references/etc and would likely come
back with changes before issuing the specs for a vote.

The group wanted to take next week's call, 4/30 @9:30, to run through the
errata changes and lock them down. Would be ideal if you can attend as well.
