[Openid-specs-risc] Agenda for Tomorrow's 3pm Call

I have a concern regarding "2.5 Identifier Changed".

Depending on the reason for the identifier change, it may be a privacy 
issue that "new value" is _required_.

In case the telco or email service provider changes it numbering plan or 
domain, it is logical to provide the new value.

However, a change of identifier might also result from the users desire 
to break in-going connections from an unknown number of senders. In this 
case it could be a privacy violation to just forward the new identifier 
to all parties. It would rather be up to these parties to request an 
identifier change upon the first subsequent login.

This could be solved by making "new value" optional.
