[Openid-specs-igov] OAuth 2.0 and OpenID Connect specs updated

Paul and I met and discussed the following changes, and I have pushed up the changes to the specs to help get them ready for the next stage:

OpenID Connect:
 - removed 'verifiable claims' --> this belongs in a different spec
 - clarified the extra scopes (doc and bio)
 - provided a metadata example

OAuth:
 - added optional 'acr' value to the access_token.
