[Openid-specs-heart] An approach to data portability for the RO's policies

The ability to both import and export policies may actually ease the burden
on the Alice (RO) and provide the flexibility to manage in one place and
more importantly - interop with many different RS.   Especially in the
short term, some RS may not have the ability to  fully offload
responsibilities to Alice's AS but the ability to import those policies
(via XACML or FHIR resource) may be seen as a value add to the the resource
- and assist with the transition to a more patient centric sharing.

 Alice would have control over the policies she wants to share.  There will
be RS that Alice will want or possibly need to get to.   The world will not
flip a switch and be UMA enabled tomorrow.   There needs to be incremental
ways to get there.
