What is a consent directive?

What is the relationship of whatever it is to FHIR or any other standard
data model?

How does a consent directive interact with OAuth, UMA or OpenID Connect?

Do you have an example of how a consent directive maps into, replaces, or
changes the NYP ROI authorization form?
