Here are my HEART-related updates from HIMSS:


   -

   HIMSS Pledge opens healthcare providers to FTC scrutiny. Pledge
   https://www.healthit.gov/commitment
   -

      Consumer Access (Digital Signatures?)
      -

      No Blocking / Transparency (No whitelist, Yes notice of disclosure)
      -

      Standards (Will HEART be best-practice for all of FHIR?)
      -

   Argonaut is shifting to a patient-directed use-case.
   -

   HEART needs to focus on Argonaut.


   -

   HEART Best Practice and Whitelisting
   -

      Clients?
      -

      Authorization Servers?
      -

      Both?
      -

   Is whitelisting allowed under the HIPAA Privacy Rule?
   -

   Google does not need a whitelist for OAuth, neither should FHIR /
   Argonaut?
   -

   A whitelist discriminates against not-for-profit and open source
   services and apps.
   -

   App certification and whitelisting enables data blocking.
   -

   Whitelisting creates patient-safety concerns when data cannot flow under
   physician or patient direction.
   -

   Whitelisting is a privacy vs. security compromise incompatible with
   privacy by design.
   - HIPAA does not require whitelisting, neither should FHIR or Argonaut.
