[Openid-specs-heart] Proposal for reworked use case AND use case template

The financial industry has nothing in common with healthcare. In the 80-90's, as banking moved to an ATM (Automated Teller Machines), interoperability was largely fee  driven. Customer transaction fee, data switching transaction fee, interest paid on money sitting in ATM, etc. Money is what drove the ATM business, and the risks were looking limited and often covered by insurance.

The model is nothing like healthcare. If it were, we would have had full interoperability a decade ago and being charged a fee to schedule an appointment, prescription refilled, etc.

Maybe in the long run that would not be such a bad model for healthcare if it improved the system ...  Sry, I digress from the topic.
