I believe as per the intent around [https://bitbucket.org/openid/fapi/pull-requests/183/delete-not-currently-maintained-specs/diff#comment-169118704](https://bitbucket.org/openid/fapi/pull-requests/183/delete-not-currently-maintained-specs/diff#comment-169118704) we want any links people may have to the spec to remain valid; if we don’t want to keep the document in this location we should at least have a placeholder document that offers people links to relevant places.
