[Openid-specs-fapi] FAPI 2.0 Scope and Proposal to create a family of specifications

Dear WG

As discussed on a few recent atlantic calls please can you review this new
issue opened by Dima:

We would like to get some feedback around the issue of whether we try to
make FAPI 2.0 baseline require "Grant Management", "Rich Authorization
Requests", etc. in order to provide a standard interoperable approach to
the problems we've seen in many ecosystems that have implemented FAPI.

The solution proposed in the ticket is to limit the scope of FAPI 2.0
Baseline and to create a family of specifications that could be implemented
by an ecosystem if required. This would mean that FAPI 2.0 would not
require "Grant Management", etc.

Any feedback on the issue would be greatly appreciated
