[Openid-specs-fapi] W3C ditched PaymentHandler

Unsurprisingly [1] the W3C gave up [2] https://www.w3.org/TR/payment-handler/ since it gathered no support except by the originator (Google).  The latter is the official explanation; the actual cause is you couldn't build something comparable to "Apple Pay" with it.  That is, PaymentHandler suffered from the same problem as OAuth2.

Conclusion: In spite of Open Banking, PSD2, and SCA, on-line payments are by no means a "deal done".
