[Openid-specs-fapi] FAPI CIBA & Complex Authorization Parameters

Dear WG

We had an ad-hoc call today where we discussed this issue:
https://bitbucket.org/openid/fapi/issues/228/ciba-and-lodging-intent

Those on the call came to a rough agreement on the position to take and
there is some proposed text at the bottom of the issue.

Please could I ask WG members to look at this issue and feedback regarding
the proposed text as we plan to move FAPI CIBA to implementers draft shortly
