[Openid-specs-fapi] part 2: request object clarifications

Hi all,

Further to today's call, after re-reading the request object language that I thought needed tightened up I realised the actual normative intention was clear, but there was some language in the introduction to that section that had confused me. I think it's worth clarifying that so I opened a pull request:
