[Specs-cx] Resuming work: Are we ready for Smart Contract etc.

Now that we have the necessary components such as OAuth, JWT, JWS, JWE,
OpenID Connect, we may be ready to resume the work.

The environment is good that people are now looking at Smart Contract etc.
in the blockchain as well.

Are we ready for resuming the work?

We already have Use cases, so we could perhaps start from re-evaluating
them.
