[Specs-cx] New Draft

Thanks Hideki for the pull request. I have updated the repository, and
also created a wiki version of it at
http://wiki.openid.net/cx-1_0-draft

It is now complete with XML Schema for the contract.

One thing that I noticed: I suppose the <xs:element name="Datetime"
type="xs:string" />
should be of type xs:dateTime instead of xs:string?
