[Openid-specs-ab] One more last-minute errata item identified

3.2.1 refers to 2.3 but pointing to 2.3.1 directly is probably better.   It may have just been my dyslexia at work,  and I didn't notice because it wasn't completely implausible.  I am OK with the change.
